Without a decision from Brussels on the EU climate and energy package, and with the umbrella countries procrastinating on emissions targets decided at Bali one year ago, progress at Poznan looks remote.
And yet, while the industrialised nations block the path to strong agreement, the developing countries are leading the way with the strength of their proposals and climate change initiatives.
